Downloaded mods for eu4 do not show up

My sims 3 game refuses to load up my mods and packages. I have deleted the recent things I have got. I have started a vanilla game and put my mods folder in there. I have done the half and half separation of cc. I have restarted my computer. I have cleared caches. I have checked to see if my sims 4 game is having the same issue, it is not.

Hi! To begin with, not every mod will show up in the in-game mod menu, as that menu shows only the .esp,.esm (and I think the .esl) files. So mods that do things such as only changing textures won't show up, as they don't require a .esm, esp, or .esl, for the game to recognize them.
